As far as I can tell, it is a laughable attempt by the owner of the current bridge from Detroit to Canada to maintain his monopoly. Of course, I lean toward NO. So, I recommend NO. Oregon passed a bill that made it hard to raise taxes, and as a result public funding could not react to changes in the economy, causing many problems with education budgets. So I am an adamant NO.
