Of the Volokh Conspiracy brings up an interesting issue reported today. In the Washington Post: apparently hybrid cars are now clogging up the carpool lanes in Northern Virginia. These lanes may normally be used only by cars carrying 2, or sometimes 3 passengers, but hybrid drivers get a free pass. Especially in the city. That has a huge 3.0 liter V-6(!
