Every little bit it inches up (and 20 % is considerable) it will take that much longer to bring back down and reel back in. Unemployment is like a disease, and it spreads. With that said there seems to be a concern that takes precedence. Over American jobs. And that would be the environment. Producing Steel is an integral.
